Friendly Moscow

My father's currently in Moscow and I happened to mention the reported violence level there. Here's a disturbing snippet of his response:

Reported in the English language "The Moscow Times" this morning is that 7 women have been strangled in Moscow this month. Police don't yet suspect a serial killer because of the differences in the crimes. Some strangled with bare hands, some with their own bras, some with purse straps. Reading further in the article, 2 other women have been murdered this month but they had been hit in the head. No one arrested yet.

I interpret that to mean that the Moscow police are too stupid to recognize the obvious (which I doubt), too strapped to devote resources to this (thus the denials), or worse, know better than to investigate this.

The police are too strapped, and too drunk to care most of the time from my experience in Moscow...
